No, while the property is still under development, you cannot apply for residency. Local migration offices legally require an active Cadastral Certificate (List Nepokretnosti). You can only file for Boravak status once the building is fully commissioned, certified by structural regulators, and ownership is formally registered in your name.

Yes, using mortgage loans is legally possible. However, in practice, local Montenegrin commercial banks rarely extend mortgage facilities to non-residents unless they provide substantial collateral or a downpayment of at least 50%. It is also vital that the mortgage clauses do not restrict registering residency based on the asset.

No, purchasing property does not grant immediate citizenship. The designated Citizenship-by-Investment program officially closed at the end of 2022. Real estate ownership offers a route to Permanent Residency after 5 continuous years of physical stay, after which one may apply for naturalization under strict local language and dual-citizenship limitations.

For plain annual renewal of your Boravak card, the regulations are highly flexible; physical presence for 11 months a year is no longer strictly enforced. However, if your long-term goal is Permanent Residency after 5 years, you must not remain outside of Montenegro for more than 10 months in total over 5 years or 6 consecutive months.
